Answer: The persecution by the government was what originally led to the formation of the party. It was a revolutionary party created in the midst of the black freedom movement . It was formed to stop the oppression of the the black  people who were abused by the police ,  for social equality and for complete segregation of all public facilities . It was formed by 2 collage students Huey P . Newton and Bobby Seale .
