The things didn't worked pout as planned though, and immediately lot of conflicts started between the two countries, and the most affected were the people that got into one of those countries but were not part of the dominant religion, with millions of people being killed, injured, dislocated.

It did change for the better. When Themistocles managed to beat the Persians, he got huge support from the lower-class people who saw that he could defend them in case of an invasion.
