This distributed leadership allowed Persia to cover a greater geographical area than previous empires in that era and still be fairly stable, since most of its subjects were content to remain under Persian rule. Persian law was more codified and less arbitrary than previous empires; the king's seal declared approval of law which could only be reversed by further approved decrees -- not quite rule of law but going in that direction.

A totalitarian government might aim to take power because they want to be in control of every aspect of their people's daily lives. They want only their opinions to be accepted, and take out any opposing views. I mainly think that the main reason they do this is to be completely in control. Similar to the USSR, this occurred. There was no individuality in opinions, political beliefs, and freedoms that we have now.
