Depicting a staff as snakelike could possibly mean that it is just shaped a way a snake is; what I mean is that it may just be twirly or curvy. However if you are relating it towards symbolism it may represent evil, and possibly sneaky because snakes tend to be associated with being sly and representing the devil, which is again evil/darkness.

I don't know what the question you got was but, in this section his ghost dad is telling Hamlet his story is sooo terrifying that it would make his eyes pop out of his head, "harrow" or scare/haunt him to his soul and make his hair stand up (like when you get goosebumps.) And the story is that Hamlet's Uncle Claudius killed Hamlet's father  because Uncle Claudius wanted to be the King. AND then he married Hamlet's mom Gertrude too. AND she was in on it the whole time!
