Hannibal’s cavalry commander, Maharbal, supposedly uttered the famous phrase: “Hannibal, you know how to gain a victory, but not how to use one.” This came after Hannibal declined to besiege Rome following his victory at Cannae. A major reason for this was that Hannibal was far less skilled at sieges than field battles.

They probably had no other choice. During that time, it was hard to get a job with a solid pay for many people (especially immigrants). If they decided to quit, they would have to find other jobs, which probably have bad conditions as well. If they couldn’t find any good jobs, then they would basically become homeless and wouldn’t be able to pay for themselves and their families. (Back then, families were much more important.)
In a unitary government the central government holds all the power. In a federal government the power is divided between the central government and lower levels of government (provinces or states). In a confederate government most of the power rests in the states.'
