the adverb superlative means, "The superlative form of an adverb is used to say what thing or person does something to the greater degree within a group or of its kind. Superlatives can be preceded by 'the'. In general the superlative forms of adverbs are the same as for superlative forms of adjectives." If it is inferring that the form of an adverb that is used to say what thing or person does something greater than its group/kind the group here is him being on time it is also singling him out in a favoring way how is always on time in the right place in a greater way.
