No is the short answer because they are only one person at a time and it has to be in return for somthing and they are still 1 person but if you wanted to use it for a gag or joke it would still work

I wouldn’t really consider it a hostage situation because the multiple personalities are not actual people and are just personalities within the mind. The person threatening to kill himself is the host (person with the multiple personalities) so therefore I don’t think it would be a hostage situation.
