Yes, they can be free in regards to responsibilities and expectations they would otherwise be accustomed to.

Explanation:

Having power means you have proved yourself to be competent and trusted by others to the degree that they agree to allow oneself to be above themselves and others. You can't be in power if you are not held to a certain standard that fits your prestige. You are not free to do as you please because you have been put in a position of trust; making you responsible for those that accepted you to be in that position in the first place.

If you have no power, you are not held to the same standards or regard. You are responsible for nothing, except your own actions. This let's you be free from responsibilities that others may have.
