The Virginia Plan, written by James Madison and presented to the Constitutional Convention by Edmund Randolph, the governor of Virginia, in 1787, proposed, among others, a plan for a strong national government consisting of three branches: legislative, executive, and judicial.
The President, who should be responsible for heading the Executive Branch, would have the duties of being Commander-in-Chief of the armed forces, establishing it, regulating foreign trade, etc.
