60% of x = 24 .  Find "x" .  in which "x" = total number of students; 

60 % = 60/100 = 6/10 = 3/5.

(3/5) x = 24 ;

Multiply EACH SIDE of the equation by "5" ; to get rid of the fraction:

5* (3/5)x = 24*5 ; 

3x = 120 ;

Divide each side of the equation by "3" ; 
   to isolate "x" on one side of the equation; and to solve for "x" ; 

3x / 3 = 120 / 3 ; 

 x = 40 .
