The Articles of Confederation was America's first constitution after becoming independent from Great Britain. This first constitution was quite unsuccessful for numerous reasons including:

1) The federal government did not have the ability to tax.

2) State governments were not forced to follow laws passed by the federal government.

3) The federal government could not keep and maintain a consistent standing army.

4) The Articles of Confederation needed all 13 delegates to agree to a change to the constitution.

All of these, plus other flaws, showed that the Articles of Confederation could not be fixed. Rather, they must be thrown away and a new constitution must be developed.
