I think it is clear to anyone that television is a bad influence on teenagers.(bad assumption)

Something should be done when it comes to the television habits of teenagers. (not a claim, is a recommendation)

Effective claim-
Television watching should be limited because it has negative influences on teens. (effective claim- claims televsion watching has negative INFLUENCE thus should be limited)
