After the Communists took over in China, they tried to come up with programs to get the economy to catch up to the west. One such program was the Great Leap Forward.

The people were reorganized into communes to work in the countryside and were tasked with increasing agricultural yields.

Mao set targets that these communes had to meet and when they couldn't, their leaders would still report that they did because they didn't want to be punished. In reporting those exaggerated figures, the "surpluses" would be taken from the communes.

As there were actually no surpluses being taken, what was being taken was people's food so there was widespread starvation that led to the deaths of over 30 million people.
