All the animals were shocked at Napoleon’s actions but were too afraid to speak up because of the intimidating dogs. Later on in the book, whenever there was an outcry or questioning of power, Napoleon immediately sent his guard dogs over and all they had to do was growl and the animals would quiet down and probably never speak up again. The dogs were savage and very violent, sometimes killing animals on the farm.
