It depends on what you mean by “universal”, or just how universal you want your definition to be. If you mean worldwide, it is not universal (thank, God). That would mean that human beings are all the same with no allowances for heritage and different views. Even within a society, the universal development of that society is a false notion. There will always be those who fall outside the norm or refuse to comply. Further, these same people will comply with some norms and not others. However, if by “universal” you mean that the majority agree to certain behaviours and norms, while still holding some of the less important so as to allow for some individuality, that is indeed how societies are formed. The has to be that majority agreement, which is not truly universal.
Development of a society is a universal process because it is impossible for any society to remain unaffected by other societies. Especially with the globalization and rate of interconnectivity we have in today's world, anything that happens anywhere in the world affects us. With MNCs opening up food and clothing chains, we are encouraged to wear and eat things that were not part of our culture at one point. Though this is often seen as a negative phenomenon, in my opinion, it is actually good. With different influences by different cultures, our societies become more open-minded and can see things from varied perspectives.
