14 years old.

Explanation:

At 14 years old, children are halfway to adulthood (18 years old), and have the potential to make their own decisions. Yes, they might make the wrong decision sometimes, but at that particular age, teens make sure to be more conscious and aware of things going on around them, and they are more apt to learn from their mistakes. If parents constantly micromanage their children, they will grow up to be adults who constantly rely on others' work and representation. A child/teen who makes his/her own decisions will be more likely to grow up to be an independent and wise adult with morals and values.
