First, each of a series of age-old military attempts by the Europeans to reclaim the Holy Land which at that time was occupied and in possession of the Muslims between the 11th, and 13th centuries.

Second, a strong solicitation for legal changes in which may be political, social, or religious in nature.

From the text above, it is clear that the writer implied the second definition. It is clear to see that the choice of words is intended (just as we can see in the definition) to communicate a sturdy commitment towards the proposed reforms.
