George Rogers Clark a great soldier who fought during the revolutionary war won a lot of battles which contributed to the growth of America’s borders. Clark applied his knowledge on surveying to achieve victory. He has the highest status as an officer during the revolutionary war.
According to the dictionary it means "a prolonged period of abnormally low rainfall, leading to a shortage of water."
Basically it's when there is very little rain or water and the amount of water in a place decreases.
The reason is that there is a water shortage happening there. They needed to conserve water and be supplied from sources. Right now there are strict measures in the use of water in that area to ensure that it does not go to waste.
