The government mandated that most crops grown under Soviet rule would be given to the gov. to redistribute to people in need; however this caused great hunger and people started to farm on the side for substinence. Now hardcore socialists believe commercial farming is not applicable to government-takeover of crops, but I call it commercial since there was "compensation" to the farmers (not really lol).
