Penny reads 14 pages in 1/3 hour.
In order for us to know the rate of penny, the number of hours per page, we need to do ratio and proportion.

14 : 1/3 = X : 1
1/3X = 14
X = 42

So there are 42 pages Penny can read in 1 hour.
