He sees it as an ally because as he signed an executive and administrative order creating Fair Employment Practice Committee and prohibits the discrimination by anybody or agency of the government including armed forces. There were no discriminations anymore. With this, there are lots of Black American that were given better jobs regardless of its race, color, creed, and national origin.
