1: They are still learning to drive. Having access to even beer could get them drunk and impair their vision, worsening their driving.

2: Their brains are still developing. The human brain doesn't fully develop until 25, so even 21 is risky.

My opinion, that is if I were president and it was placed on my desk.

Becasue there is more of a risk of people who just coming out of high school will be less responsible than if they were to be 21 and buying those types of beverages.
