The article needed to be changed after Shay's rebellion because of how the situation was handled.

Explanation:

The articles of confederation had no power. Congress was not tightly knit as it should be. Since congress could not impose taxes on the colonies they could not raise money. With no money they could not build a standing army. During Shay's rebellion there was no national army to take care of this. Massachusetts small army had to take care of it. The people came to the realization that they needed to protect themselves and since the articles of confederation had no money or power to do that they needed to change it/give more power.
