Tribute is money paid to a state or a leader for protection of the nation.Money was paid to pirates to allow ships to pass safely.European countries paid tribute as it was less expensive than going to war.Neutral rights are rights set to remain neutral when other nations are at war .Nations did not take sides in the other country's war.Their ship could sail the seas without taking sides.Neutral rights gives nation right to interact and do business with the warring countries without penalty.
