Well, from what I know, Federalists wanted a strong central government. However, they wanted a balance between states' and federal government, and they didn't want a bill of rights because they wanted the states to have those powers. So that eliminates "A" and "C."
 "B" doesn't seem likely, so I think it might be "D.<span> The federal government should be stronger than individual state governments."
