California is a free state, Fugitive slave act.  

Explanation:

Fugitive slave act: even if slaves made it to a free state in the north they were forced back to the south by slave catchers. This also caused northers to see first hand how badly slaves were treated.

California: West ward expansion was also at this time, and expanding slaves was a big argument between the south and north; so having cali. be a free state was a big win for the north. North knew they couldnt completely stop slavery so they went down the path of trying to stop it from expanding instead.
