When taken into terms Marley is telling Scrooge if he does not change his ways, he will be condemned to do so in the afterlife. Marley was greedy like Scrooge thus he was condemned after death. He has come to warn him of his future if he does not change. This is also why the three ghosts appear- Past, Present, and Future. They are here to warn him of his wrong doings and convince him to change. Hope this helped!
