We know that

Now,  number of small rectangles can be cut

=\frac{Area\;of\;large\;rectangle}{Area\;of\;small\;rectangle}

Number of small rectangles can be cut =\frac{0.15}{0.05}

Number of small rectangles can be cut =3

Hence, Miracle can cut 3 small rectangles from large rectangular piece of paper.
