civic responsibility is optional while a civic duty is mandatory, like when a male has to sign for selective services once the male turns 18. another example of a civic duty is obeying the law or paying your taxes while a civic responsibility is something like voting (only citizens are allowed to vote), you do not have to vote but it would be nice if you did.

Let me eliminate the answers.

A- this is wrong. you do not need to fufill a responsibility. it is optional.

C- this is wrong. Duties are for all citizens.

D- this is wrong ( im pretty sure ) a consequence can either be good or bad, its not always bad. So why would you recieve bad consequenses for not fufilling civic responsibilites? its not like you HAVE to do it.
