most of the countries were worried about making Germany paying for the war.  The current president of the united states Woodrow Wilson did not want to do this however, and did not join the League of Nations

The treaty of Versailles was all about punishing the Central powers, namely Germany for their involvement of the war, which made them pay back the allied countries, and did not allow them to have a standing army.
