This type of library acquires materials, processes them, and makes it available for use rather than sell them. It allows open access to its collection and provides service to its users. It is expected to turn potential users into habitual users. A habitual user is one who goes to a library regularly and uses the library as a source of learning. In order to convert potential users into habitual users, it is essential to create the desired kind of contact between the user and the document.
