A) Burr is waiting for his moment in time, practically his shining light and perfect moment to strike on his career and fame.
B) 10 duel commandments is practically showing us a way of how the process of a duel played out, going into negotiations. Which we now realize it is quite similar to todays negotiations, but with less murder at the end, considering now, not everythings legal in New Jersey.
I'm not 100 percent sure on this, but I think it basically means "A smart leader makes the law promote others and not himself. He makes the law judge others, but does not add anything unnecessary in order to control others." I hope this helps.
