You worded this really messy but from what I can work out the answer is

They agreed to add the bill of rights as a condition government would not take away their rights.

Why: because they colonist jut fought a war to end tyrannica government. Without adding a bill of rights to guarantee their natural rights would not be taken away, many people wanted a guarantee that with a centralized government their rights would be protected.
