If they didn't exist there would be chaos.

You would be dead.

I would be dead.

Everyone killing them selves.

It's gonna be like the purge, people stealing, people killing.

There would be no laws, rules or regulations regarding the environment. Crimes would be committed, and there would be no punishment or rehabilitation.

Answer: Rules are what make a society. Without rules people could do whatever they wanted without consequences, and when people are given the opportunity to disregard rules it allows them to look out for themselves without caring about people around them. If everyone is looking out for themselves they will likely never work together.
