The Ninth Amendment to the United States Constitution (Amendment IX) is part of the United States Bill of Rights, and protects rights that are not expressly enumerated in the Constitution.

It is to that enumeration of powers that the courts have indicated, to determine the degree of the rights not enumerated mentioned in the Ninth Amendment.
The Ninth Amendment states that rights not mentioned in the Constitution are still protected. and "All rights not stated in the Constitution are reserved for the states or the people".
