Explanation: Alliteration and personification
"..The soft,sun-kissed sand" is alliteration. It has the same letter/sound at the beginning of the words. I think alliteration is used to enhance the adjectives (which are being used to enhance the noun).
Another one is personification (The wind is not actually hissing).
I claim that Martin Luther King Jr.’s American Dream speech achieved civil and economic rights and caused the end of racism in the United States.
