The author uses a metaphor to compare the West Riding men in their quest for money with hounds that pursue prey.
Sleuth hounds are determined and effective in pursuing prey. They use all their senses and knowledge to seek out their target, and usually are successful. She uses this comparison to indicate that the West Riding Men have a similar level of determination and success when it comes to seeking out money.
The last one give the reader a sense of the experience....

Similies are statements that compare two things, usually with the word "like" or "as".
Examples:
Crazy like a fox.
As brave as a lion
So, what two things are being compared in this?
So first we see "time". So that is obviously on of the two being compared. The next thing said is, "like water". So, now we know that time and water are being compared, or, answer A.
