In a sense, yes.
Seperation, however it is used (even seperate but equal), implies that the group that created this law wishes that it is a more superior group, and that those who are more affected by the law are inferior. However, there are certain cases that separation does not mean inferiority, but in most cases (especially one's that affect the public & is part of history), yes it does.
Both the Civil Rights movement
and the women's rights movement organized protests to raise public awareness

women. The tactics of Civil Rights
movement is focused on the general welfare of the masses whereas for the women’s rights movement is focused more
on the general welfare of the women.
