I believe it would most likely be because of a drought, flood, and/or temperature changes. Climate change also affects the food supply, meaning they were nomads and just trying to find food.

Some of the major hazards that it brought up was that the public would have too much of a vote and if it was the other way that the government would have too much power, the vote would limit the government and back then they did not want that.
