Why did hunter-gatherers use less advanced tools than later Neolithic age societies

The hunter-gatherers and the people in the later Neolithic age had totally different lifestyles. While the hunter-gatherers were occupied with hunting animals and gathering tubers, fruits, and vegetables from the nature, the people in the later Neolithic had already built villages and minor cities, and they were performing agriculture.

By this, we can see that the hunter-gatherers didn't actually needed lots of types of tools, since they were mostly using them for hunting, slicing, and sewing of leathers to make clothes. The people in the later Neolithic needed much more tools because of the agriculture, so they had the pressure to invent and develop lots of new tools, and make them as advanced as possible in order to be able to perform the work on the agricultural land. They also needed new tools for they homes, as now the lifestyle has been changed, new things emerged that had to be done, so the diversification of tools skyrocketed.

In the past that was true as 100% of the businesses were state run. Now it is less then 30% and more and more of that is handed over to private enterprise. China has a country wide free market system. Anyone can participate in it, including myself.. keep it spongy.</span>

D, they must vote using an absentee ballot. A is definitely not correct, because no citizen is denied the right to vote given that they are at the right age. B isn't correct because one will not be punished for not exercising a right. And C isn't correct because votes are counted in the electoral college, and the amount of electors are tied proportionally to the quantity of people in the Senate and in the House. The latter of those two is based on population, so that would be messing with the system. So, D is the only answer, which logical due to it being an "absentee" ballot, or someone who is absent.
