It is believed that conservatism was a three-legged stool, consisting of religious conservatives, national security conservatives, and economic/libertarian conservatives.

From the last decade, the national security conservatives have been represented well. So the Americans with Disabilities Act of 1990, illustrates a turning point for Reaganesque conservatism. Because through this act, a person with a disability gets the same charm as a normal person. They have equal employment opportunities. According to this act, it is prohibited to discriminate based on disability by “public entities” such as state and local government agencies. This act sets the minimum standards for accessibility for alterations and new construction of commercial facilities and privately owned public accommodations. It is also required telephone and Internet companies to provide a nationwide system. For the facilitation of disable persons public transport is considered
