In the poem "Unknown Citizen" by W. H Auden, I think the man is a ordinary citizen who does not cause any trouble but simply performs his duties accordingly.

I find him honorable and patriotic for living in his country, following all the rules, and being the ideal government‘s citizen.

This is because being patriotic does not necessarily mean to serve the country on the frontline or in the army. Simply being a responsible citizen and performing one's duty accordingly is also an honorable citizen.

One must always live without causing any trouble to other citizens and perform right duties like paying taxes, debts plans, insurance policies, etc on time just like the man in the poem.
