The 15th amendment granted African Americans the right to vote. The 24th amendment eliminated poll taxes and literacy tests that were needed for African Americans to vote (specifically in the south).

The 24th amendment basically took down some of those barriers that were installed by the Jim Crow south that suppressed black voters.
