Napoleon's reign made Europe eager to restore monarchies because they believed that with new monarchies it would meet the common peoples and political peoples demand for reform. Since Napolean was more tyrannical than other leaders before him he was aligned with the peoples common leader/monarch.

He also appointed successors and assigned them two further divisions of the empire. This allowed them to better defend the borders from invading Goths and Germans.
