3. They might have allowed the tea to land and then explain to the people reasons why they should boycott it. I do not think that this would have been effective because some people would have still found a way to buy the tea once it was within their reach.

4. Activism, lobbying, dialogue with the appropriate authorities, and peaceful protests should be the best routes to consider in countering laws perceived as unjust by the American citizenry.

I would say that a location on a trade route would also be beneficial (and rivers were trade routes: this explains why so many cities were on rivers!)
