I think it took over fifteen years for a holiday to be created because at the time there was still segreagtion and people were prejudice. Many believed that King's actions sparked the Civil rights movement and it wasn't until after segregation and Jim crow laws ended that the nation percieved Martin luther King Jr. as an important activist and not as a threat to the centuries old values of racism.
