Well to make a new gene, theoretically you would need to mutate your DNA of some sort.

Explanation:

Genes  come naturally from your parents. And if you want a new gene that you can say "control" like being tall or having a high/low metabolism, you would have to rearrange or "mess around" with your DNA.
