The other answer might be the fourth option (The Inca government provided for its people during times of need), as it says in the text, “and if he was ill, he received what he needed from the storehouses)

Southern planters began to return and demand their land back, and vey few republicans wanted to live where the government could arbitrarily confiscate land from people, so much of the land was given back to its original owners
