ISIS faded away for a few years due to US troops surging Iraq in 2007. But it began to reemerge again, and they took advantage of the severe unstability of the Iraqi government, as just a few years ago Sadam Hussein was killed. It wasn't the Iraqi "government" that was in control, it was ISIS. It was just in name, as further instability was inflicted upon due to ISIS control.
The debate over a strong executive branch would not end with the ratification of the Constitution, ... An interesting quirk of our constitutional system is how it can be altered without amendment.
