Water and corn syrup do not mix right away because of their different densities. If the container the corn syrup and water are in sit for a few minutes the oil will seperate and rise to the top but, the corn syrup and water will be permanently mixed together. Corn Syrup has the ability to mix with water and can dissolve it.
